"There is an access to justice component, because most people believe that lawyers taking small fixed-fee criminal cases takes the pressure off the indigent public defense system, because that's not adequately funded," said [Mark] Johnson, who is an attorney with Seattle-based professional liability firm Johnson Flora PLLC.
"There are competing public policy elements -- protection of the public, practitioners' ability to make it economically, plus the access to justice component," Johnson said.
